Minutes of Moroni Elementary Community Council

February 11, 2026


In Attendance: Stacey Peterson, Katie Gleave, Kelly Patino (via Google Meet), Chelsea Bailey, Brennen Russell
Absent: Jordee Gordon


1. Review of Previous Meeting Minutes

Katie Gleave motioned to accept the previous meeting minutes. Chelsea Bailey seconded the motion. All were in favor. Motion passed.


2. Data Review / Academic Needs Discussion

The council reviewed Acadience results by grade level. Color indicators were defined as follows:

  • Blue: Above grade level
  • Green: At grade level
  • Yellow: Below grade level
  • Red: Well below grade level

The council noted strong areas of progress, including movement from red to yellow, yellow to green, and green to blue in both English and Math. However, some grade levels did not demonstrate significant progress. The council identified 2nd grade and 3rd grade as priority areas for additional focus.


3. Review of Expenditures and Budget

TSSA & Trustlands Planning

Stacey Peterson recommended reviewing current expenditures due to tight budget constraints. She will evaluate purchased programs and their usage levels, reduce or eliminate underutilized items, and assess overall value for cost savings.


4. Digital Citizenship, School Safety, and Safe Routes

The district technology team created a slide deck outlining current digital citizenship efforts related to student and staff safety.

Safe Routes UT representatives will visit Moroni Elementary and conduct a student assembly focused on safe travel to and from school.


5. Review of Current School Improvement Plan

By the end of the 2025–2026 school year:

Math (ELL, Grades 3–6): Increase proficiency from 6% to 20% (RISE Math).

ELA (ELL, Grades 3–6): Increase proficiency from 0% to 10%.

SWD (Grades 3–6): Increase proficiency from 17% to 25%.

Strategies:

Strengthen PLCs

Enhance clarity with learning intentions and success criteria

Strengthen vocabulary and activate background knowledge

Strengthen parent involvement

Stacey Peterson reported that faculty reviewed these goals during this week’s faculty meeting and continue addressing them weekly in PLCs. The goals will remain in place through the end of the school year.


6. The council also reviewed the prior year’s final report and confirmed the school followed the established action plan.

8. Community Concerns

Pickup and Drop-off:

The council discussed ongoing congestion and safety concerns. The city recommended considering a gate similar to Mt. Pleasant Elementary. Additional ideas included increased patrolling, implementing a one-way (northbound) traffic pattern, and posting additional signage.

Stacey Peterson will speak with Joe Cook and investigate additional signage and possible law enforcement presence for enforcement.
